Finland Joins France’s Initiative on Nuclear Deterrence

The leaders of the two countries said on Monday, September 14, 2026, that Finland has joined France’s initiative aimed at expanding the scope of its nuclear deterrence capabilities through cooperation with partner countries in Europe.

In March, France announced the launch of the “Forward Nuclear Deterrence Initiative” in response to concerns raised by U.S. President Donald Trump regarding the United States’ security commitments to Europe and the security implications of the war in Ukraine.

Finnish President Alexander Stubb wrote on social media platform X: “The initiative is primarily aimed at strengthening European security. It reinforces Europe’s responsibility for its own defense and helps deter the escalation of conflicts.”

Under the initiative, only the President of France has the authority to decide when nuclear weapons would be used. This differs from NATO, which has a joint group responsible for nuclear planning.

However, the initiative provides for joint exercises, the possibility of temporarily deploying nuclear-capable assets on the territory of allied countries, and deeper consultations among participating countries.
